A reference to that one episode where Numbuh One is at some amusement park with his mother and there he is with a grumpy expression holding a bag of popcorn while this guy in some cartoonish lion costume wearing a basket ball tang top/shorts pokes Numbuh One non-stop and goes "Who's a happy boy? Who's a happy boy? Who's a happy boy?"

Now this time it's Mako holding a blue cotton candy whle Varrick annoys the heck outta him wearing a platypus bear costume. pretty soon Mako is going to find some way to burn him.
